Can I Delete iPhoto?

Can I delete my iPhoto app completely and maintain all my photos in the new Photo app?

Yes, but there might not be a need.
When you update to Photos all of your iPhoto library photos are put into a new Photos library. Your old iPhoto library is left there as a safety precaution.
You can, if you wish, delete this iPhoto library and then delete iPhoto. But you don't have to. As a matter of fact, you may wish to keep both around as backups for a while.
Here's what I would do. I would archive your iPhoto library (the big file in your Picture folder usually called iPhoto Library). Put it on an external drive or USB stick or somewhere. It is a good idea to archive your Photos library every once in a while anyway. The I would delete it to save space.
As for the iPhoto app, it isn't very large and it should be a problem to keep it around. Remove the shortcut in the Dock since you won't be using it much. But leave the app in the Applications folder. It could come in handy if you have an old iPhoto library archived somewhere (some people created libraries specific to a trip or project). Plus, if you wanted to create an old-style iPhoto book or something you could always run iPhoto and then create a temporary little library for that project.
