I would like to pick up the iPhone or iPads and see Home page icons arranged similarly on all three. How can I manage this please?

By Home Page Icons do you mean your Favorites in Safari? I'm going to assume that is what you mean.
If you open a new Safari tab you should see some icons that represent your Favorites. These are literally the "Favorites" folder in your bookmarks. But you can customize that in Settings, Safari, Favorites and have it show some other folder. So check there to see what you have set.
So then it is just a matter of making sure you have Safari enabled in your iCloud settings own all devices. And, of course, make sure you are using the same Apple ID on those.
If you are not seeing the same Favorites across the devices, what are you seeing instead?
