how do you type something like b flat or c sharp using a flat symbol or a sharp or other musical symbols in a document. is there a app or some program?

One way is you'd simply need to get a font that had musical notes as characters. I've seen many such fonts over the years, and I'm sure a Google search will turn up some ones you can buy and maybe even some free ones you can add to your Mac.
However, there are some characters that you can type that come along with the symbols and emoji you already have on your Mac. Just bring them up like any other symbol. See A Beginner's Guide to Typing Special Characters for a tutorial on how to do this if you don't already know. When I just tried it a search for "quarter" turned up a quarter note, for instance, and "flat" and "sharp" turned up symbols there too.
The "Emoji and Symbols" Viewers in most Edit menus has a customizable setting to add a page of Musical Symbols and includes these among others: ♩♪♫♬♭♯𝄞𝄢
