Wondering if there is a way I can convert a .vcs calendar file from my on-line work scheduling software to an .ics format that I can import into iCal.
A search through the web has not been very productive. Hopefully someone here can help.

I don't think this is not necessary.
iCal should read the .vcs format too ?
Sorry I think it is not necessary ;-))
Save the file and change the VCS suffix to ICS. Then when you open the newly saved file it will import.

Well, iCal can't read quoted-printable encoded strings, so ICS is better than VCS. And for such, iCal is not of the best ICS reading software, you should try first the behavior of mozilla sunbird or google calendar.
