I’ve seen a fall in my 2gb RAM’s performance recently and I notice it almost always has a swollen amount of inactive memory….is there any way to free up the inactive memory to convert it to free memory?

Think of them as the same thing, as far as you are concerned. There's no way for you to change the amounts, as it is managed by the applications and OS X itself.

"Inactive memory" is defined as: "information in memory is not actively being used, but was recently used."
