Download to where? I'll assume a Mac.
If you are using iCloud Photos on both your iPad and Mac, then it is automatic. As you add new photos to your iPad by taking pictures with your camera, they get added to your iCloud Photo Library and you see them on both your iPad and Mac. Nothing for you to do. If you load photos on to your Mac (say, from a DSLR) they would automatically appear on your iPad too.
Otherwise, you have to do it manually. The process is the same as if you have a DSLR camera. You connect your iPad to your Mac. You launch the Photos app. You'll be prompted to import the photos from your iPad/camera.
