While you can use File, Move in many apps, there is no Move function in the Finder. You have to use multiple windows for drag and drop, copy and paste in a different location or use a variety of other methods. But you can add a Move File function using Shortcuts pretty easily.

You can use Shortcuts to create Folder Actions instead of Automator as long as you trigger the Shortcut with a shell script, and you then manually add the shell script in a plist to the LaunchAgents folder. After you set it up once, it should be easy to do again and use this method instead of Automator.
