I am thinking about using my 2nd gen to setup an announcements board with like a 17″ LCD display. Is there a way to hookup my Apple TV to a monitor with only VGA? I think the Apple TV 2gen has HDMI and component output.

The new Apple TV only has HDMI. That said, you can get converters from HDMI to lots of thing -- I'd look for a HDMI to VGA adapter.
