Compress mp3

I need to send file to compliance department and when I compress via mac, it barley shrinks it – 19.5 to 18.5 mb’s

What’s the best program and will it actually shrink it?

    You can use iTunes to shrink it. Also QuickTime X. But in iTunes you can set your compression amount -- that's what will determine the file size. You do that in iTunes settings. Go to the General tab, then click on Import Settings. Select MP3 encoding and then the "Setting" will determine the quality vs. file size. Use Custom to compress it even more.
