My 32fb wifi iPad has a couple categories of data I can’t figure out. Under the Apps tab in iTunes/ipad I have 8.3gb taken for Apps, and 5 gb taken for “Other”. While it is a fairly full iPad, I certainly don’t have 8.3 gb of apps, and the viewing the apps by size only shows the size of the app, not of what other data it has included. I have no idea what 5gb of “other” means.

You are probably right in thinking that your 8.3GB of apps is partially data for the apps, not the apps themselves. I know a ton of space is taken up by some magazine issues (in the Wired mag app, for instance) on my iPad. Also, my Audible app has many audio files saved. You can always select the app in iTunes and then see a list of documents for some of the apps below it.
As for "other" -- that's things like cache and system data, etc. 5GB seems very large though.
How do I tell exactly what files are taking up what space on my iPad2? I cannot find a way to look at and examine/delete old files.
You can connection to your Mac/PC and run iTunes. Then adjust what you sync to it (videos, music, etc).
What about simple files? Why don’t they have a finder in the iPad?
You don't really have "files" or a file system on the iPad. You have documents that apps store in their own space. So Pages stores Pages documents, Numbers stores spreadsheets, Good Reader stores a variety of things in its own space. Each app is in charge of its own documents.
