IMac – macOS Majave 10.14.5. My Family History Book, will be about 300 pages with a lot of text, old photos and documents. When finished saved to PDF file. I have your Pages course. Not sure if I should use Pages Word-processing or Page Layout. In Pages Word Processing is it possible to create a template to be added for each individual couple & family – for a photo image holder, also text box for names & personal details. This will be followed by free flowing text with the story of their lives. I want to add this template to the Pages word processing document for every individual family?

That's a tough one. It sounds like you want elements of both. You could certainly do Word Processing so you get the free-flowing part. Then you can make a page that has the photo and details and copy and paste it the next time you want to use it. Otherwise, if you do Page Layout, then you are linking text boxes from page to page for the flowing stuff.
Since this is such a huge book, I would try it with some sample text and see how it is to do a few pages. See what you run into when trying it each way. That will help you decide before you start.
