Gary, facetime typically uses wifi only ! But do you think this would work fine?
My wifi speeds are much slower than my 3G speeds. I get 3 g speeds of 5 Mbps downlink and 3 Mbps uplink. My wifi is just about 1.3 Mbps down and 500 Kbps up.

I have used FaceTime over 3G. I've got a Sprint mobile hotspot. So I connect that to Sprint's 3G network on that, and then my iPhone sees it as wifi. I've used FaceTime and instead of a nice smooth video I get about 1 frame per second. That's good news -- that FaceTime degrades nicely and still produces something useful even at slow speeds.
(My Sprint hotspot does 4G too, and in locations where I have had 4G I get a very nice FaceTime stream).
But I don't know where you are getting your 3G numbers from, tho. 5mpbs? That's much higher than what you are supposed to get. Maybe 1mbps down and half that up. How are you determining those numbers?
I have downloaded the Iphone app - "SPEED TEST" that Tests broadband speeds of wifi and 3G.
I use the Vodafone Service provider for my Mobile network and 3g In India has just been launched about a month back. Slowly they said they will offer speeds up to 21MBPS too. But I think the iphone 4 only supports speeds up to 7 Mbps and that is what i could get as a maximum.
Ah, well that's a lot faster than 3G here in the USA.
The application of speed test has a website too for testing speeds...
