My wife is on my iPad constructing emails. All of a sudden it is gone but on my iPhone. How do we prevent this? I know you can move from one device to another somehow but that is not what we are trying to do.

It sounds like you are seeing the Continuity feature. Are you both using the same Apple ID? This shows the devices that you are same person and that is why it does it. It thinks you are one person and have just moved to another device.
Instead, you should each have your own Apple ID. If you want to share apps and other things, you can simply use Family Sharing to connect these two accounts. https://www.apple.com/family-sharing/
That is the issue since both devices are mine. It only happens occasionally. Any idea what triggers it? Perhaps if I wake my phone or computer?
John: It should happen automatically if you are composing an email on one, and then bring up the Mail app on the other.
