The iPhone 4GS is just a rumor. That it is with a SIM card is a rumor inside that rumor. So speculating on whether it is a "world phone" is speculating about one factor of a rumor inside a rumor. I don't think anyone's opinion is worth much considering that.
You can make any guess you want, but the information is useless until we have facts.
