I wish to create a keyboard shortcut that will select “Export To” and then “PDF…” from the resulting drop down menu. Is there a way to do that?
I often save Pages documents as PDF files and then share them via email with people who don’t have the Pages program. I would like to have a key combination that brings me to the save as PDF option in one step.

The way keyboard shortcuts in macOS work is you just need the menu item name. It doesn't matter how deep down in submenus it is.
So in Pages, the menu item if "PDF..." That's all you need.
Go to System Settings, Keyboard and click the Keyboard Shortcuts button. Select App Shortcuts. Then click the + button to add one.
Set the app to Pages. Set the Menu Title to "PDF...". Set the keyboard shortcut to whatever you want. Probably something like Control+Option+P. Then click Done.
Now in Pages if you look at File, Export To, PDF... you'll see it has that shortcut.
