DL envelope template in pages

In the UK (And most of Europe) the DL envelope (220mm x 110mm) is the standard envelope for letters. When I look at envelope templates in Pages it’s not there. How do I set up such a template? (And why isn’t there one provided?)

I can't speculate why it isn't there. You'll have to ask Apple that.
But the templates in Pages aren't about sizes, they are about styles. All of them are the same, I believe.
So pick a style you like and then adjust the page layout to meet the requirements you have. Then save that as a file that you can re-use.

Oh, and DL does seem to be there. I think you are just approaching this in the wrong direction.
Choose a template that is close to the style you want.
Then go to File, Page Setup and choose the Paper Size. One is "Envelope DL."
The edges of the layout adjust accordingly.

And, to add to what Gary said, after you have chosen the envelope style you like and have used Page Setup > Paper Size to change the dimensions to DL, then File > Save As Template. Before saving your custom template you might want to fill in the return address to save having to do that in the future.

Now your properly sized envelope template will appear in the My Templates section of the Template Chooser.

Not sure. Hard to advise without being there. Try restarting Pages, maybe?
