Ever since upgrading to El Capitan last month (including updates), my Mac processes more slowly and the spinning color-wheel is ever present.
I empty trash very frequently.

It shouldn't. But I rarely ever "boot" my Mac -- I just let it sleep and wake it up when I want to use it. I recommend you do the same (http://macmost.com/shut-down-or-sleep.html).
But if you are also seeing the spinning wheel during normal use then you most likely have some app or process or extension that is taking up time. Emptying trash isn't connected to this -- that is just a folder of files.
I would take the Mac to the Genius Bar or some other Mac expert for a firsthand look if you can't diagnose the issue on your own.

Gary, I took it into an Apple Genius Bar who did their "hocus pocus", but to no avail. They said that future updates will most likely address that issue.
