I use Pages primarily for instructional documents. Frequently I use a red circle to highlight things readers need to see. I do this by picking the circle shape and changing the attributes. I’ve tried the Saved Shapes feature but the saved shapes are still filled in with no red border.

Saving a shape just saves the shape itself, not the style. You can save a style too, but that would only be for that one document. You could make a template document with that style and always start with that template, but that probably isn't what you are looking for.
The way I would do it is just to use copy and paste. You could open a previous document where you used that red circle, copy it from there, and then paste it into your new document. Or, you could paste it into a new Pages document called "My Shapes" and save that somewhere where you can get to it easily. Maybe even put it in the right side of the Dock if you need it that often. Then open that document when you need a red circle, copy, and paste it into your new document. You could store other shapes+styles there as well.
Thanks Gary-I like the idea of creating a "sheet" with my favorite formatted shapes to pull up when I need them.
