Drag it up and out of the current folder first. Then, drag it over to the other page. Then drag it to the folder there.

Thanks but it is not in a folder now. It is a solitary app and when I try to drag it to another page, it keeps bouncing back to where it started. Not sure how to make it move to the other page.

In that case you just need to drag it over to the side of the screen, then wait for the screen to flip. It does take a second. And it is a little tricky and hard to not quite get it right.
