Not sure what you are looking for. Do you mean you want to annotate web pages -- like draw on them and add notes? Or do you mean something else?
You could always print them, use the PDF option and "Open in Preview" and then use the annotation tools to mark up the Preview document. That should be easy to do and fast. And that would work well if your job is to review work being done by developers and provide feedback.
Without more context as to what you are trying to do, I don't really know what else to suggest.
Have you tried searching the Mac App Store for a tool?
