Sometimes on a restart the gray background strip on the menu bar (the menu with the apple menu) is missing. I’ll the date, bluetooth icon etc but †he background is of the desktop. On the left the icons are gone (apple icon for the apple menu etc.)

I was given a bluetooth mighty mouse which has the name of the previous owner, is there a way to change this or to reset the mouse to factory settings? I’ve looked all through the mouse and bluetooth settings but not found anything?
